The essay "The expanding public sector - a threat to democracy?" is
included in the book "The Limits of Government - On Policy Competence and
Economic Growth". The volume contains selected papers presented at the
Sixth Conference of the International Joseph A Schumpeter Society, which
took place in Stockholm on June 2-5, 1996, partly at the City University
of Stockholm. It was published in 1998 by City University Press, and is
edited by Gunnar Eliasson and Nils Karlson.
